25 July 2024. United States. New York East River Tunnel rehabilitation contract awarded

Amtrak has appointed a joint venture of Skanska and E-J Electric Installation Co to undertake the East River Tunnel Rehabilitation Project to modernise the four bores connecting New York Penn Station with Queens. Two of the four single-track tubes require significant repairs to damage caused by flooding during Storm Sandy in 2012. The tunnels will be stripped back to the concrete liners for repairs, and the project includes replacement of the electrification, signalling, lighting and telecoms systems and installation of fire and smoke detection equipment.

24 July 2024. Germany. Alstom signs landmark $4.3bn rolling stock contract in Cologne

ail manufacturer Alstom has signed its largest deal ever in Germany with a €4bn ($4.3bn) order by go.Rheinland and Verkehrsverbund Rhein-Ruhr (VRR) public transport authority for 90 new commuter trains in Cologne. The landmark order covers both the supply of the new Adessia Stream trains for the S-Bahn network in the major city, and a full-service maintenance agreement for the next 34 years, the entire lifecycle of the fleet.

24 July 2024. South Africa. South Africa’s Transnet secures $1bn loan for recovery and growth plans

South Africa’s troubled national logistics and freight company Transnet has received a boost in its business recovery plan after securing a $1bn loan from the African Development Bank Group (ADB) to support the first year of its capital investment plan. The loan is fully guaranteed by the South African Government and comes as the company reassesses its operations in light of significant struggles with its rail and port businesses and underinvestment into its infrastructure.

23 July 2024. Philippines. Philippines plans second Hybrid Electric Train prototype

The Department of Transportation is to work with the Department of Science & Technology to develop a second prototype diesel-electric train. An initial prototype known as the Hybrid Electric Train which used a diesel engine and regenerative braking to charge batteries was developed by the Department of Science & Technology’s Metals Industry Research & Development Centre and Philippine National Railways. Testing began in 2018, and it became part of the Philippine National Railways fleet in June 2019, operating on the Calamba – Alabang route for a time.

23 July 2024. Bangladesh. Korail to maintain passenger trains in Bangladesh

Korea Railroad Corp has been awarded a three-year contract to maintain passenger rolling stock operated by Bangladesh Railway. The 4∙7bn won Bangladesh Passenger Car Operation & Maintenance Improvement Project contract is funded as an official development assistance scheme by the Korean Ministry of Land, Infrastructure & Transport. The deal includes a technology transfer element and follows three earlier contracts that included supply of inter-city coaches for the 290 km main line linking Dhaka with the port city of Chittagong.

22 July 2024. Australia. World’s largest signalling project awarded to Alstom

Alstom has been awarded a €1 billion contract by the Public Transport Authority of Western Australia (PTA) to deliver a High Capacity Signalling Project on Perth’s suburban rail network.

The contract marks the world’s largest signalling project by route length, and will be delivered by an alliance of the PTA, Alstom and DT Infrastructure. The Alliance will design, supply, install and maintain Alstom’s state-of-the-art Urbalis Communications-based Train Control (CBTC). The new control system will replace the existing PTA signalling and train control systems used in Perth.

22 July 2024. United States. High Desert Corridor High-Speed Rail Project to Be Constructed in California

Union leaders and elected officials have signed two significant agreements to deliver the High Desert Corridor (HDC) High-Speed Rail Project in California. This project will connect the Antelope Valley in Los Angeles County with the Victor Valley in San Bernardino County via a high-speed rail line. What’s more, the corridor ultimately plans to connect with Brightline West, thus linking Las Vegas to Southern California.

Our client is looking for a Chief Contract Administration Expert for the West Coast Dedicated Freight Route Project to be based in their office in New Delhi in India.

The Chief Contract Administration Expert shall responsible for the contract administration/management of the Project which include but not limited to the following:

1. Project Management Support

- Prepare and implement coordination procedure, Advise and assist DFCCIL in the preparation of procedural system, Interact with DFCCIL's designated officers and staff on a regular basis.

- Attend DFCCIL's review meetings, Be available to attend meetings with JICA missions,

- Make use of MIS in carrying out its assignment

- Assist the Employer in coordination with different agencies

- Prepare and implement project control procedures

- Prepare and implement document control procedures

2.Contract Management Support

- Support preparation of correspondence to contractors

- Manage claim control

- Manage change control

- Issue the relevant certificates as may be required in the DB works contracts documents.

- Be available and co-operate to the full extent of its familiarity with the DB contract during DAB meetings, arbitration proceedings and other hearings held by the statutory and legal bodies.

3. Programme Management

- Review a master project programme

- Review contractors' programmes and associated progress

- Monitor overall construction schedule and evaluate progress of overall construction work, recommend the countermeasures,

- Direct the Contractor to take necessary steps to maintain the rate of progress of work. In case the Contractor fails to achieve any of the Project Milestones, the PMC shall identify the causes of delays, and review the Program submitted by the Contractor. Identify the reason of the delay, review the project completion schedule and assess compensation to Contractor, if the works are suspended for reasons not attributable to the Contractor. Determination the disposition of any time extensions requested by the Contractor with their reasonableness.

4. Project Budget and Cost Management

- Review project budget and cost plan

- Estimate overall project cost, Assess the financial position and project long-term financial statement.

- Certify all contract payment and satisfy DFCCIL/MOR in monitoring the same,

- Make fair and reasonable assessments of the payment requests by the Contract, and certification full or partial payment, depending on its assessment of the Contract payment request.

- Determination the disposition of any cost proposals submitted by the Contractor with their reasonableness.

5. Communication Management

- Internal Communication, Communication with Client, Communication with Contractors

- Coordination with Client

- Coordinate with DFCCIL HQ and MoR, Coordinate with respective HQ and divisions of Zonal Railways and DFCCIL Regional / Site Offices.

- Pay the most attention for close co-ordination with DFCCIL/MOR in the performance of all services.

- Give consent to Key position CV to be provided by the contractors as per provision of the contracts.

6. Responsible for Inception Report, Daily Report, Weekly Progress Report, Monthly Progress Report, Quarterly Report, Completion Report, Any Other Reports as sought by Employer for time to time

7. Recommend acceptance or rejection of completed work

8. Verify measurement of quantity of work executed and check payment certificate

9. Prepare integrated periodical reports

Position is initially for two years which might be extended. Place of posting is DFCCIL Delhi office (there is a possibility the office will be shifted to Noida in the future).

Job Requirements

- Masters in Civil

- Contract Management Experience on Railway Projects.

- Prefer an expert who has experience in India and JICA funded projects.

Overseas Extensive experience on JICA and other funded projects is essential.

Communications Systems Technician, Perth, Australia

Job Description:

Our client is seeking 8x Communications Systems Technicians to work in Perth, Western Australia.

The Communications Systems Technician will be responsible for maintaining (by carrying out routine procedures and fault rectification procedures) an effective and efficient level of operating performance on the various Communications Systems and associated equipment on the client's network and the integration with train control systems, field signalling and telecommunications systems.

Candidates must be Australian Citizens or hold Australian Permanent Residency to be considered for this role.

Core duties and responsibilities Management

* Supervises contractors engaged in communications systems maintenance activities.

Technical

* Maintains (by carrying out routine maintenance procedures and fault rectification procedures) an effective and efficient level of operating performance on the various Communications Systems namely:

- UHF Base station, Mobile and Portable Radio equipment

- High Density Microwave Radio Link System

- Transmission Network Management System

- Complex interconnected Radio Systems and Control equipment

- Data communications/transmission systems including multiplexers and modems

- Public Address equipment

- Power Supplies

- PLC, SCADA and telemetry systems

- Earthing & Lightning protection systems

- CCTV Systems

- Alarm systems

- DAVS (Driver Assistance Video System) Cameras, Splitters, Transmitters etc.

- Analogue & Digital Recording equipment

- Perimeter & Intruder/Tamper Security systems

- Video Multiplexing & Control systems

- Public Information Systems and Displays, and

- Telephony systems.

* Participates in the "On Call' Roster to provide out of hours support for all Communications Systems.

* Ensures relevant standards and procedures are applied to maintenance works.

* Carries out minor commissioning of new equipment, systems and technology.

* Coordinates and liaises with client or contract technical personnel to assist in the rectification of faults as required.

* Investigates and reports on irregularities, faults and actions taken at the system, equipment or board level.

* Monitors system and equipment performance.

* Investigates and analyses equipment failures and reliability.

* Investigates, reports and repairs irregularities, faults and actions taken at the system, equipment or board level.

* Prepares and maintains system documentation, procedures and reports etc and ensures all drawings are kept up to date.

* Maintains records of levels and location of relevant equipment/systems spares.

Job Requirements

1. Core Competencies

* ACMA Open Cabler Registration with endorsements in fibre optic, structured and coaxial cabling.

* Relevant trade status or equivalent and possession of, or progress towards, a relevant trade qualification and/ or demonstrated experience in the below listed communication systems.

* Considerable experience and demonstrated ability in the maintenance and fault findings of Communications Systems equipment including some or all of the following:

- UHF Base station, Mobile and Portable Radio equipment

- High Density Microwave Radio Link System

- Data communications/transmission systems including multiplexers and modems

- Public Address equipment

- DC Power Systems

- Telephony Systems

- PLC, SCADA and telemetry systems

- Earthing & Lightning protection systems Power Supplies

- Copper Cable communication systems

- Optic Fibre and associated equipment

- Commercial or Industrial CCTV Systems

- Analogue & Digital Recording equipment

- Video Multiplexing & Control systems, and

- Perimeter & Intruder/Tamper Security systems.

2. Communication and Interpersonal

* Well-developed written communication skills and interpersonal skills.

* Demonstrated ability to read and interpret technical drawings and plans and the use of appropriate test equipment.

3. Special Requirements

* Satisfactory completion of required medical examinations to verify physical fitness to perform the duties of the position.

* Provision of a current National Police Clearance certificate, dated 3 months or less from the date of application for the position.

* Possession of a current Western Australian "C' Class Driver's licence or equivalent.

* Ability to work at moderate heights as well as in confined spaces.

* Ability to participate in call-out roster if required and work unsociable hours on occasion at short notice.
