Ms Rajni Tewani recently attended the Rail India Conference & Expo as organised by Messe Frankfurt at hotel Shangri-La Eros New Delhi on 27th October 2023. Her feedback about this event was as follows:

I had a privilege to attend the Conference and hear distinguished speakers from various Government as well as Rail and Metro Companies working in various segments.

The event and exhibition were very well organized and it was exciting to know that how Indian Railways is rapidly transforming by creating huge opportunities for both domestic as well as global players across various segments including network expansion, signalling system, wagons, coaches, and station redevelopment. Leadership discussions on Mission Net Zero to Become ‘Largest Greener Railways’ were not to be missed.

Our Jobs of the Week this week are in India and Taiwan. In Taiwan, we are looking for an Electrical Manager and in India, we are looking for a Resident Engineer and a Lead Engineer.

1 November 2023. Australia. Wabtec and Roy Hill Unveil the First FLXdrive Battery Locomotive

Wabtec has unveiled the FLXdrive battery locomotive, the world’s first heavy-haul locomotive for mainline service. The FLXdrive is powered by Wabtec’s advanced battery technology and represents a major step towards a low-to-zero-emission future in the rail industry. The FLXDrive train, has been designed and developed for the mining company, Roy Hill and will feature an energy capacity of 7 megawatt hours (MWh). This will mean, based on the route and company’s rail operations, the FLXdrive is anticipated to provide a double-digit percentage reduction in fuel costs and emissions per train.

1 November 2023. United Arab Emirates. Dubai invites expressions of interest for metro Blue Line

Dubai’s Roads & Transport Authority has invited expressions of interest in a design and build contract covering civil works, railway systems and rolling stock for the planned metro Blue Line. Around 15·5 km of the 30 km line would be underground and 14·5 km elevated. There would be five underground stations including one interchange, and seven elevated stations including one which RTA says will have an ‘iconic’ design. Another two elevated transfer stations are envisaged to provide interchange with the Red Line at the existing Centrepoint station in Rashidiya and the Green Line at its Creek terminus in Al Jaddaf.

31 October 2023. Europe. Hitachi Rail secures clearance for €1.66 billion Thales GTS acquisition

Hitachi Rail has been given clearance to proceed with its €1.66 billion acquisition of Thales’ Ground Transportation Systems business today. The publication of the European Commission’s (EC) approval means that the deal has now received clearance from all 13 competition authorities which reviewed the acquisition. Prior to the European Commission’s clearance, the UK’s Competition and Markets Authority gave its approval for the deal on 4 October 2023. As a condition of securing approval for the acquisition, Hitachi Rail will divest its mainline signalling businesses in France, Germany and the UK.

31 October 2023. Serbia. CRRC to Deliver 20 High-Speed EMUs for Hungary-Serbia Railway

Serbia’s Ministry of Construction, Transportation and Infrastructure has signed a purchase agreement with CRRC for 20 high-speed electric multiple unit (EMU) trains. Each train will be comprised of four carriages and will travel at operational speeds of up to 200 kilometres per hour. The EMUs will be tailor-made for the Hungary-Serbia Railway according to Europe’s Technical Specification for Interoperability (TSI) and the European Technical Standards.

31 October 2023. Australia. New chief executive appointed for National Rail Safety Regulator

The National Rail Safety Regulator has appointed its new Chief Executive of the Office, who will begin in the new role in early November. Dr. Natalie Pelham has been appointed in the role, and will take over from Sue McCarrey who left ONRSR in December 2022. Dr. Pelham will be leaving her current role in New South Wales’ Office of Transport Safety Investigations, where she has been Chief Investigator since January 2021.

30 October 2023. United States. MTA starts on $590m Park Avenue viaduct replacement

The reconstruction work is set to replace the 130-year old viaduct, which carries all metro-north trains in and out of the Grand Central terminal. New York Governor Kathy Hochul has announced the commencement of a $590m construction to modernise New York City’s Park Avenue viaduct, which carries all metro-north trains in and out of Grand Central’s terminal. Phase one of the project is to build a substructure, beginning in Q3 2023, with superstructure construction commencing in Q2 2024 and the conclusion of the project slated for 2026.

30 October 2023. Australia. Major progress for Parramatta Light Rail Stage 2

Construction of the Parramatta Light Rail Stage Two Enabling Works package is one step closer, as three organisations have been shortlisted to tender for the delivery of the vital bridge connection over Parramatta River between Wentworth Point and Melrose Park. The package involves the delivery of a 320m long public and active transport bridge over Parramatta River, together with approaches on either side of the river, totalling 1.3km.

27 October 2023. Singapore. Renewal of Singapore North-South and East-West Lines’ Core Systems Completed

The renewal and upgrade of Singapore’s North-South and East-West lines (NSEWL) has now been completed. Since 2012, Singapore Land Transport Authority (LTA) and the Singapore Smart Rapid Transit System (SMRT) have been working to update the NSEWL’s six core systems. The work was completed in phases, starting with the replacement of wooden sleepers with concrete, which was completed in 2016.

Job Description:

Our client is seeking an Electrical Manager (Hsinchu).

Work Content:

* Lead all aspects of Design related to the project internally and externally, lead and supervise all relevant communication, lead all aspects of the project that are related to the design and engineering; set and supervise the technical standards for the project in concordance with the project scope of work and in alignment with the Project Manager.

* Provide direct project-related supervision to Project Discipline Leads, Space Manager, and Project CAD Coordinator. Attend overall project coordination meetings.

* Manage the project design setup and follow up according to the project start-up checklists and Design Management Checklists and the project Scope of Works to manage the Project Deliverable Plan.

* Submit to the Project Manager for approval and report the current status regularly to the Project Manager and Regional Engineering Manager. Provide monthly reports for the project design and input to the monthly project report.

* Review project scope, the design deliverables, and the related design organization regularly. Manage the project design manpower planning in collaboration with the Project Manager and highlight gaps or inefficiencies in manpower and/or qualification to the Management.

* Establish and maintain the Project Engineering Execution Plan (EEP) and related project procedures, Communicate and implement EEP to the project team, and conduct training as required

* Establish, submit for approval, and keep up-to-date the Project Design Criteria or Basis of Design (BOD) based on the project's understanding of the Design Scope and Change Management Process. Lead all design-related Change Control. Maintain the Project Design Issues List.

Job Requirements

* Degree in Engineering

* Master's Degree in Engineering (preferable)

* Professional Engineer preferred

* Diploma holders with an additional 2 - 3 years' experience unless equated with professional certifications

* 12 - 15 years of professional-related experience with 5 years in a leadership capacity

* Worked in Taiwan and fully aware of the Taiwan local Authority Laws and Regulations

* At least 10 years of Design experience in a high-tech industry or other multiple discipline-oriented construction business

* At least five years of experience in a leading position in a fast-track project

* At least five years of experience in managing staff, coaching/mentoring, and developing people

* Experience in implementing change strategies internally

* Experience in strategic and operational planning and implementation

* Experience in project management

* Experience in other country codes
