26 July 2023. Canada. Wabtec to Modernize 60 Additional Locomotives in CN’s Fleet

CN on July 26 announced an order to enhance an additional 60 locomotives in its existing fleet through Wabtec’s modernization program, supporting the Class I railroad’s “commitment to drive growth in a sustainable manner and build success for customers, employees and communities.” The modernizations, the railroad says, will help to “improve locomotive fuel efficiency, where CN remains a leader in the North American rail industry, consuming approximately 15% less locomotive fuel per gross ton mile than the industry average.”

25 July 2023. Colombia. Central freight route contract awarded

The National Infrastructure Agency (ANI) of Colombia has awarded a one-year, 71.7bn Pesos ($18m) contract for the maintenance and upgrade of the vital La Dorada – Chiriguaná line. The 522km route connects La Dorada, between the nation’s largest cities of Bogotá and Medellín, and Chiriguaná in the northern Caribbean region. The new contract is intended to improve operational efficiency on the line. The tender was awarded to the San Felipe Férreo Consortium, consisting of three local construction companies: Castro Tcherassi, Infraestructura Comsa Colombia and Comsa Colombia.

25 July 2023. Hong Kong. Five-point plan to enhance Hong Kong rail asset management

MTR Corp has announced a HK$65bn five-point plan to enhance Hong Kong rail asset management, maintenance and renewals over the next five years. This follows a review commissioned by the board in response to the failures of a metallic protection barrier at Yau Ma Tei and an energy absorption device inside a train coupler at Tseung Kwan O in 2022. An expert panel chaired by former President of the Hong Kong Institution of Engineers Edmund Leung and supported by consultancy Systra found that MTR Corp’s current asset management offers a good foundation, with Hong Kong being one of the few metros to achieve more than 99·9% in both the passenger-on-time and train-on-time measures in the COMET international metro benchmarks.

25 July 2023. Europe. Alstom to Supply 50 Traxx Universal Locomotives to RAILPOOL

Alstom has been contracted to supply 50 Traxx Universal multi-purpose locomotives for European rail vehicle leasing company, RAILPOOL. The multi-purpose locomotives will be used for freight and passenger corridor services in Germany, Austria, Switzerland, France, Italy, Belgium, Luxembourg and Poland. All locomotives will be equipped with Alstom’s onboard signalling solution, ATLAS.

25 July 2023. Australia. Milestone: first test trains run through Metro Tunnel

The first two test trains entered the Metro Tunnel overnight on 24 July 2023 through the eastern entrance, marking the momentous start to the tunnel’s next major testing phase. The two trains were sent through the twin tunnels, with one train in each. Both tunnels stretch over 9km, with the test trains driving through the eastern entrance of the Metro Tunnel at South Yarra before stopping at ANZAC Station.

25 July 2023. Australia. Gold Coast Light Rail receives new trams

Five new trams have arrived in the Gold Coast as the $1.2 billion construction project for the Gold Coast Light Rail Stage 3 expansion continues. The new trams that arrived were greeted by Queensland Premier, Annastacia Palaszczuk, and will be utilised during the extension of the light rail to Burleigh Heads. In addition to the pre-existing trams, the total Light Rail fleet is accelerated to 23, putting the $1.2 billion expansion project on track to deliver the high frequency tram services from day one.

24 July 2023. Canada. Three qualify for Canada’s High Frequency Rail project

Three consortia have been invited to move to the request for proposals stage of the High Frequency Rail programme which aims to transform inter-city passenger rail services on the Toronto to Québec city corridor. Plans include electrification, more frequent services, shorter journey times, better performance and new services to Peterborough and Trois-Rivières. The three consortia are:

-  Cadence: CDPQ Infra, SNC-Lavalin, Systra Canada, Keolis Canada;

-  Intercity Rail Developers: Intercity Development Partners, EllisDon Capital, Kilmer Transportation, First Rail Holdings, Jacobs, Hatch, CIMA+, FirstGroup, RATP Dev Canada, RENFE Operadora;

- QConnexiON Rail Partners: Fengate, John Laing, Bechtel, WSP Canada, Deutsche Bahn.

24 July 2023. Turkey. UK government backs high-speed electrified rail in Turkey

The UK government, through its export credit agency UK Export Finance, has underwritten a loan worth €781m ($867m) to a multi-national construction company to finish a high-speed railway in southern Turkey. The electrified rail line will connect Mersin with Gaziantep, via Adana and Osmaniye. It is a Turkish government project, tendered to the Turkish-Dutch corporation Rönesans Holding.

21 July 2023. China. Alstom's JV Signs Landmark Contract for Shanghai Metro's Core Electromechanical System Maintenance

Alstom’s Chinese joint venture, CRRC Puzhen Alstom Transportation Systems Ltd. (PATS) and Shanghai Shenkai Public Transport Operation Management Co., Ltd. held a signing ceremony for the maintenance of the core electromechanical system of the Pujiang Line in Puzhen, Nanjing. The scope of the contract includes daily maintenance of APM vehicles, signalling, track, comprehensive monitoring, and communications systems on the Shanghai Pujiang Line (henceforth referred to as Pujiang Line). The service period lasts 5 years, and it is the first full life-cycle core electromechanical system maintenance contract for urban rail transit APM obtained by PATS.

20 July 2023. United States. Amtrak advances infrastructure improvements on NEC

The improvements include replacing 40 track switches throughout New York and Mid-Atlantic regions, updating 25 miles of track in the Mid-Atlantic Region and completing more than 1 million feet of surfacing work across the entire NEC for high-speed rail. Amtrak is advancing infrastructure improvements on the Northeast Corridor (NEC). Annual track improvement work continues as part of a long-term effort to ensure the railroad operates at a level of peak performance.

Our client, who is in a consortium providing General Consulting (GC) services for Civil and Systems for Mumbai Line 10 (Gaimukh to Shivaji Chowk (Mira Road) and Line 12 (Kalyan to Talajoa), is looking for a Project Director to be responsible for overall management of the project.

He will lead the Stakeholder management and provide key directions to the team. He will be directly supported by Deputy Project Directors from each disciplines of Civil and Systems for co-ordination with Detail Design Consultant, Construction Contractors, D&B Contractors and MMRDA Personnel and will:

* Take decisions and give directions to facilitate completion of project without time and cost over runs without sacrificing quality and safety.

* Be responsible for administrative as well as technical control of GC team and its performance.

* Be responsible for proper implementation of provisions in the Terms of Reference and relevant manuals, rules and regulations as per contract and execution of work by contractor in accordance with specifications and time lines laid down in the contracts.

* Set up reporting system from Contractors and Senior GC Experts to his office and further to MMRDA. Submit progress reports to MMRDA.

Job Description:

Our client is seeking an Environmental Specialist to assist with activities on the proposed Jakarta Mass Rapid Transit (MRT) East-West Line Project.

This Job closes on 1st August 2023.

The proposed Jakarta Mass Rapid Transit (MRT) East-West Line Project Phase 1 Stage 1 project will support the Government of Indonesia in the expansion of the mass transit system in the Jakarta Metropolitan Area (JMA). It will support the first phase of the east-west MRT corridor development, as part of the planned 84.1 km east-west MRT corridor connecting JMA with cities and major developments in the West Java and Banten provinces. The project will also include capacity development support for the Directorate General of Railways (DGR) of the Ministry of Transportation, local government agencies and the MRT operator.

The purpose of the assignment is to make an environmental assessment, propose preventive and mitigation measures and prepare an Environmental Impact Assessment (EIA) including an Environmental Management Plan (EMP) of the project with focus on the client’s part (elevated sections) based on the draft ANDAL and other assessments. The EIA should comply with the client's Safeguards Policy Statement (SPS, 2009) and national environmental requirements and should be consistent with the ANDAL.

Job Requirements

The consultant shall have the following minimum qualification requirements: master’s degree or higher qualification in environmental sciences, environmental management, or related fields; at least 10 years of professional experience in preparing environmental assessments and environmental management plans for infrastructure projects (experience in transport projects is preferable). Experience working with multilateral financing institutions, and regional experience in Southeast Asia and Indonesia is preferred. The specialist must be proficient in both written and spoken English, including the ability to write reports in English. The specialist shall have excellent communication skills at all levels of stakeholders, Project Team, and other individual consultant members.
